Definition
Any person for whom a project is carried out, whether it is carried out by another person or is carried out in-house.
A client may appoint an agent or another client to act as the only client in respect of a project, provided that he is reasonably satisfied that the person he intends to appoint as his agent has the competence to perform the duties imposed on a client by the Regulations.

Duties Clients have the following duties in respect of each project:
1) appoint a competent planning supervisor, and provide him with adeguate information about the project and the construction work involved in it;
2) appoint a competent principal contractor, from among the contractors carrying out construction work for the project;
3) ensure that a suitable health and safety plan has been prepared by the principal contractor before construction work starts;
4) ensure that the health and safety file which has been delivered to him is kept available for inspection and use by those considering future construction work
Domestic clients do not have duties.
