Definition
A competent person, or organisation, appointed by the client, at or before the start of design work, who has overall responsibility for co-ordinating the health and safety aspects of the design and planning phase of a project.

Duties Planning supervisors must:
1) be able to advise the client and any contractors on competence, and the adequacy of resources (including time) when they are considering appointments;
2) be able to advise on the initial contents of the construction phase health and safety plan;
3) take reasonable steps to ensure co-operation between designers;
4) ensure, so far as is reasonably practicable, that enough attention has been paid to health and safety during design; and that the design includes adequate information about anything which might affect the health or safety of people carrying out construction or cleaning work, or anyone else who might be affected by this work;
5) ensure that the project is notified to HSE;
6) ensure that a pre-construction, or pre-tender health and safety plan is prepared in good time; and
7) ensure that a health and safety file is prepared, is reviewed and amended as necessary and given to the client on completion of each structure in the project.

Other information
The law does not prevent:
1) the appointment of the same person as planning supervisor and as principal contractor provided that person is competent to carry out the functions of both appointments; or
2) the appointment of the client as planning supervisor or as principal contractor or as both, provided the client is competent to perform the relevant functions.
